The concentration of ETH activity on Ethereum's mainnet instance reveals the depth of this challenge. Approximately 1.74 million WETH tokens ($4.1 billion) are currently borrowed on Aave's core deployment, representing 96% of all Wrapped Ether debt across the protocol's ecosystem. By contrast, emerging markets like Base hold only 76,000 WETH, demonstrating the outsized role that the original Ethereum deployment plays in the protocol's credit markets. Despite this dominance, utilization has deteriorated meaningfully since the Kelp rsETH bridge incident triggered forced deleveraging in April 2026. Since June, Ethereum Core has averaged just 82.5% utilization—consistently below the 85-90% ranges observed through early 2026 and well below the kink point where incentive structures sharpen. The effective borrow rate has correspondingly sagged to 2.11-2.18%, undercutting the intended 2.35% Slope 1 rate and signaling reduced urgency to borrow.
This regime shift exposes how Aave's rate-setting mechanisms respond to macroeconomic conditions beyond the protocol's control. The compression in Ethereum staking yields—a direct consequence of increased validator participation and the maturation of liquid staking derivative infrastructure—has reduced the natural arbitrage opportunity that previously justified leveraged ETH positions. When staking returns decline, the carry trade that powered consistent borrowing demand loses its edge. Rather than maintain a rate curve calibrated to an older yield environment, the Risk Stewards' proposal acknowledges this reality by reducing the marginal cost of borrowing, creating stronger incentives for utilization to normalize toward efficient levels.
